Handmade vintage costume - a midnight blue velvet dress with puffed sleeves, satin trim, and a leaf peplum all edged in gold braid. Probably from a Halloween sewing pattern - made with hooks and eye closure at the back and might have been made for a child / teen to fit over other clothing. Roomy, but does not have darts or other shaping devices to fit an adult figure. Nevertheless, a piece that looks great on the adult mannequin - especially when cinched with a belt or corset. The front bodice has some damage - crush to the velvet that. makes it shine differently. Probably from ironing or laundering but if you are going for a spooky - dishevelled look it's a start.
