This is a coyote brown MOLLE II FLC vest, primarily used by Marine Corps personnel.
The waist belt is attached in reverse, allowing for quick release using only the waist buckle.
The straps for adjusting the length have been cut short, so it's chest rig only.
The front zipper is kept closed, and the front panel can be used like a chest rig to expand with various pouches (the chest buckles have been removed to prevent interference).
