Most of the Pokémon seen in this photo (Ariados, Cloyster, Forretress, Sudowoodo, Togetic, Murkrow, etc.) are not official TOMY or Bandai products, but bootleg reproductions inspired by the TOMY or Pokémon Kids lines, produced in China between 2000 and 2010.
The small Snorlax (Munchlax) on the other hand, as you rightly say, is an original gashapon from Japanese or Italian-European distributors (late 2000s, circa 2006–2008).
